Explained Dogs and Shelter Economics

As of August 2025, India has been witnessing widespread outrage on the internet over the removal of street dogs in Delhi following a recent Supreme Court order.

 Facts to Observe:

 According to the Municipal Corporation of Delhi (MCD) and animal rights activists, the estimated population of street dogs in Delhi is between 800,000 and 1 million.

The streets of Delhi are unsafe for both dogs and humans. There have been numerous reported and unreported incidents of human animal conflict. Street dogs are also highly vulnerable to vehicle accidents. A problem common in many other states as well.


Dogs have been living alongside humans for centuries. Under the Animal Birth Control (Dogs) Rules, framed under the Prevention of Cruelty to Animals Act, municipal authorities have a legal duty to capture, sterilize, vaccinate, and release street dogs humanely, while ensuring their welfare.

Shelter as a Solution – Pros and Concerns

Keeping all street dogs in shelters could be a viable idea provided these shelters are well-managed. However, many citizens have raised concerns about the current state of dog shelters in India. In several cases, large numbers of dogs are confined to small spaces, leading to frequent fights, food shortages, and unhygienic conditions.

If new shelters are established, regular and transparent scrutiny of their operations should be mandatory to ensure animal welfare standards are met.
